Affordability Requirements:

  • Minimum 10% of units must have rents at or below 30% of the median renter income (new construction).
  • Affordability must be maintained for at least 10 years, with incentives for 20 years or longer.

Energy Efficiency Mandates:

  • For new construction: Must exceed energy codes by 20%-40%, depending on the selected point level.
  • For existing properties: Must reduce energy consumption by 15%-40%, based on point thresholds.

Accessibility Standards:

  • All units must be 100% visitable and barrier-free in common areas.
  • Compliance with CSA standard B651:23 or Rick Hansen Foundation Certification is mandatory.

Loan-to-Value (LTV) and Amortization: Points determine the maximum LTV and amortization:

  • 50 Points: LTV up to 95%, amortization up to 40 years.
  • 70 Points: LTV up to 95%, amortization up to 45 years.
  • 100 Points: LTV up to 95%, amortization up to 50 years, limited recourse allowed.

Verification and Compliance:

  • All improvements and compliance commitments must be verified by qualified professionals (e.g., energy consultants, accessibility experts, architects).
